Amount of pets

I have been playing this game for a couple of years now and up in then 900 levels and I like the challenges. What I dont understand is on the hard levels there are never enough pets that come down so it makes it impossible to play that level.
On several levels where you need ten pets only 6 - 8 pets appear and i refuse to pay just to get five more tries without the pets appearing
Come on now Make it fun and challenging but not impossible to play
